It means the same as "no through traffic". In other words, do not use this neighborhood as a shortcut to somewhere else because we do not want a lot of traffic in our quiet neighborhood -- locals only please.

If you live in the span of road that is between the "local traffic only" signs you are the local traffic.

It is to make sure that only the people who live locally use the road and that people don't use it for a short cut or anything like that.
