Couple of answers for this one -
1. He's tired because he probably got some earlier on in the day [from someone other than you]. Or you're having a "marathon" session and he hasn't "recharged fully"
2. He's a freak and whatever you 2 might be doing at the time isn't "freaky" enough for him to maintain the necessary stiffness.
