Yes, there are herbal cigarettes that do not contain nicotine. They are sold at various herbal and health stores as an alternative to cigarettes.
Any kind of smoke intake into your lungs is probably not good for you, but these herbal ones would be the lesser of 2 evils. They won't be addictive like normal cigs will, but they may still be habbit forming.
As a former hardcore cig smoker (I quit) I can tell you that a small part of cigarette addiction is the habit of doing it, not just the chemicals. We smoke when we drink, or you take smoke breaks at work. When you quit, you tend to miss those things, even when you are past the chemical dependency, you miss having a smoke with your beer or chatting with the other smokers during a break.
So, it is possible they may be addictive in this sense. Also, there is no government regulation of most herbal products, so who really knows what the effects of smoking the herbs in those cigarettes really is, or what the long term effects are?

lol why the hell would you smoke a nicotine free cigarette - that would be just plain smoke without the drug - you might as well stick your mouth over the exhaust pipe of a car or breathe in smoke from a forest fire - that way you'd be just be plain hurting yourself - You can't addicted if there is no active drug inside it like nicotine unless ofcourse you're simply addicted to the feel of the cigarette in your mouth - smoking in any case is bad - it harms you and people around you - but if you are going to smoke - i dont know what to say - you're still killing yourself even without the nicotine so its a dilemma - its pointless then if you're doing it without nicotine don't do it at all - its like smoking a spliff without the goods in it - plus there are about 4000 other chemicals present in cigarettes which cause cancer - nicotine is only the addictive bit.

There is no such thing as nicotine free cigarettes. And you have hundreds of other chemicals to worry about than tobacco. Dont smoke!

There is no such thing as a non-nicotine cigarette.
Obviously you can roll anything you want into a tight cylinder and smoke it, pot, grapevine, or even notebook paper.
If you are looking for someone to say it's ok to smoke an occasional joint. Then no, it's still illegal.
If you are asking about cloves, then those are harsher and worse for your lungs than standard cigarettes.

yes..there is an active ingrediant called nicotine and it makes you addicted..and if you get addicted you can kill inncoent people around you and you could get lung cancer and you can die at a young age and get yellow teeth and get reeeeeeeeeeally sick
