Maybe he wasn't a "finale" because lower case "tom boonen" was trounced by Tom Boonen, a finalist who rode in the Tour de France, as opposed to that lessor known competition for lower case, spelling challenged people; the "tour de france."

Basically he quit before the last 2 mountian stages because he knew he could not win the green jersey or the final sprint. Thus he decided climbing those mountians we not worth the trouble.

He quit because of:
1) hurt legs - from the mountains
2) hurt lungs - from all of the cars & motorcycles passing him at the tail end of the peloton, in the mounains.
3) hurt chin - after McEwen and Hushovd's "kick" at sprint stages.
4) hurt pride - no wins, no glory, too many mountains - "..lets go back to Belgium and concentrate on Classics...

He did not ride cos he quitted halfway.
