You will need to work at training the dog. To get the dog to listen to you you will have to put in time working with the dog.
They understand pack order and if you have not worked with the dog making him do stuff or leash walks why would he listen to you? You do not make him do anything he won't.
Work on some basic training with the dog and he will learn to listen to you.

I have the same problem. My dogs listen to my husband much more than they listen to me. This is because I'm an easier touch... I give the treats. The best way to deal with this is to start training the dogs yourself. They need to learn that you're boss. I'd sign up to take some obedience classes. The school will train YOU on how to train your dog. Also, consistancy is crucial. You can't back down, ever. GOOD LUCK!

dogs are pack animals, and dogs see the humans in the household as part of this pack. Within this pack, there exists a hierarchy. Your dog can probably tell that you are submissive to your dad, so he obeys your dad more than you. Same goes for your brother if you're brother is older. So yes, it is because they are older and male (males are usually head of the pack over females). If you want your dog to listen to you more, train your dog to listen to you. Use food and reward him when he comes to you.
To make sure that your dog is submissive to you, try having a staring contest with him. He should look away and not stare back at you. If he does, try laying him on his side to show him that he should be submitting to you. (When dogs lay on their side, showing you thier belly, it is a sign of submission) If you are consistent with this, he'll eventually get the picture that he should be listening to you, too.

You have to say it in a really stern voice. My dog is the same way. If my fiance calls him he listens. If I say it really stern like then he obeys.

Try calling his name, and when he looks at you toss him a yummy treat. Repeat this a lot, and he will start to pay more attention.
