Well most people are afraid of things popping up at them. And the dark can cause people more fright, and loud noises, theres also fake blood, and having people come up behind you and grab your shoulders, Your best bet is to make a haunted house type thing...also for some reason some people are afraid of clowns.
To make a haunted house just get wood and make supports and connect them, then get black trash bags and hang them over top to make it pitch black get some glow or strobe lights for stuff to make light.

R U from Pgh.? i'd only have some one only bounce out at human beings from in the back of a few thing. it fairly works everytime. also, dangle numerous strands of black thread over head from tree limbs or perhaps with the certainty that. The thread will be invisible (at evening) and folk will imagine they're walking by ability of cobwebs.

I did this one Halloween and it worked great.Have someone sitting in a chair wearing coveralls,gloves and of course the ever so popular hockey mask.make sure you also have this person holding a chain saw.The trick is to sit very still to get people to come and look closer to see if it is real.When the person comes close to your saw wielding man have him attempt to start the chain saw.scares the crap right out of them..

Here's another. You get a few friends to talk about you that you died few minutes ago in an accident, just for few others to hear. Then you come in white. Your friends should act as they were frightened. Then others will be really frightened. Seems simple, but very serious.

Have a couple scarecrows sitting out on chairs with full mask and such, so they look like real people. And then, once people have gotten used to seeing them (and knowing they're fake), have a friend dressed up and collapsed on a chair ... and then jump up as people walk by.

My brother loves popping out of corners in the house to frighten guests, usually wielding a plastic knife of his. Several people have run from my house crying.

dress up a dog real ugly, buy some of that thick plastic chain,and hang that all over the place, put it on the dog, ...dry ice makes for good effects, also pick up a cheap little strobe light, candles, tiki lamps, .....
