Because being born again involves much more than just saying that you are born again and attending church occassionally. It means that you have a life-changing minute by minute close relationship with a God who loves you desperately.
It also means that people don't read their Bibles. God never promised that we wouldn't have troubles... Only that He would carry us through them if we let Him.

Not all of them do, obviously.
But the reason they do things that aren't perfect is because being a Christian and being born again doesn't make you perfect. You're still a sinner.
