Sounds like this person is filled with hate and bitterness. I'm not sure psychology can help here. This person needs a change of heart, not mind!

It depends.
They could just be having fun being an antisocial twit. Unfortunately, unless they're doing pretty serious bad things, they aren't likely to be diagnosed with antisocial personality disorder...
