City of Canton, OH v. Harris was an important case that caused many LE agencies to re-evaluate their approach to training their officers. I am working to re-vamp my agencies FTO Program, and was looking for good civil liablity examples to sight. In looking at Canton v. Harris, I was just curious as to what the circumstances were for officer's contact with the subject and what she was arrested for?

I believed it was suspected public intoxication. If I remember right, she was a diabetic and they though she was drunk.
