Probably because someone realizes the social and economic catastrophes that follow legalized gambling.
Broken homes, suicide, increased welfare and other such social programs.
The knowledge that it just takes from one area and sends it to another is pretty well known and basic economic theory.
Only so much disposable income is available in an area, you can't magically find more to gamble.
In reality, your state sales tax probably generates more income than the revenues from gambling would.

Casinos are definitely big money grabbers, however they also create problems that aren't quite as positive. People sometimes have no idea when enough is enough and they continue to pull out bills to feed to slots or the tables. Sometimes the money they're spending is money that is suppose to go to something else. Like food, shelter, car payment etc. Likely your Mayor is aware of this situation and prefers not to have it in his city.
We've had a casino in our city for quite a few years now and the city brings in a huge share of the profits, in the millions. Our city and its environs are just over 1M in people yet the Casino reaps well over that amount every year.
While I was spending my whopping $60 limit on one of the rare occasions I went, I was fortunate enough to win $610 dollars all together, that was big news for me especially since I was, until then having one horrid little day. While collecting my larger of the winnings, the attendant congratulated me and told me a story of a friend of his who was in the casino that day.
She apparently went every single day, had used up all her savings, maxed her two credit cards, borrowed from friends and from the bank simply to feed her passion. As a friend he had tried to convince her to walk away for awhile and get her debts in order, of course she wasn't listening. He commented that he was afraid the next thing to be hurt would be her marriage.
I have no idea what happened to her but that story stuck with me and it was told to me over 6 years ago. Some people have little to no luck in Casinos but they are always waiting and expecting that big win. Meanwhile they've gambled away untold amounts of money which have created incredible amounts of pain and loss in their lives. Some people just cannot control their gambling and the largest majority of profit comes from these people. Lives being ruined because habits are being fed, perhaps that alone is what is justifying NY from not having a Casino in their midst.
Then you have those, like my husband's business partner, who roll into the place, shove $100's into the slots and usually walk away with $1,000's of dollars. His biggest win so far has been $22,000. He considers a day of winning $2,000 a bad day at the Casino. He does it for sheer fun with absolutely no hope or expectation of winning a thing. Of course, he's also a multi millionaire so those who have money make money in almost every enterprise they touch.
So, yes in a way I can see the issue of why they won't build one in NY, but perhaps they are simply taking the influx of people and the congestion a casino would create. They might be weighing the cost of that and the cost to build the facilities, over the benefits they could reap and feeling it isn't worth it nor is it justified.
Perhaps at some point they will but if there are casino facilities that are accessible somewhere to the NY area, they don't see any reason to build another, regardless the tax dollars it might bring in for them.
I definitely agree there is a lot of money to be made, but the question really is at what price? Perhaps to the Mayor, the price is far too high.

Most states do not have legalized gambling. Most places where there are large casinos, it's the Indian's reserve/land thing. They can put whatever they want on there, and people come flocking to it.
