The french cook to glorify themselves; when they plate something it is only because they want the diner to express what a genius the chef must be. The Italians on the other hand; when they plate something it is to impress the diner with the plate of food, the ingredients and the magnificence of the moment when you first taste it all - it isn't for their own ego that they cook, like the french do.
Not that i think the Italians are the best cooks either! It all boils down to each individual and their personal taste preferences. After all, you can't expect a Bengali to say they like french best of all, anymore than you can force a Greek to say anywhere other than his own beloved Greece is where the "best" food is to be found.
It's a subjective question as each and every person will answer for themselves.

the reason french chefs are considered the best in the world is because they were the first country to recognise it as a profession and organise kitchens properly. when most Europeans (i will not mention colonial countries like America as they are European descendants) where still eating with their fingers french kitchens were creating sumptuous banquets, it is still considered a great profession in France and young people grow up wanting to be Chefs unlike other countries. personally i am a classically trained chef and most modern cuisine is based on tradditional french cookery, arguably the Greatest chef of all time as recognised by his peers both then and now was a Frenchman called August Escoffier, the best living chef again is arguably a french man named Paul Bocuse, for me the best group of chefs currently working (of any nationality) are those creating and feeding people in England. if anybody thinks this is because i am french think again i am english but am a great lover of food and cooking

Only the french. They think they are the best at everything and much much smarter than anyone else in the world. They are NOT. The best "french" cooks are generally American (United States) chefs.

No comment on French cooks, but unless you have studied classic French cuisine, there is no way (whatever your nationality) that you could call yourself a chef. And there is probably no way that you would get a job as a professional chef in London, Paris, Rome, Madrid or New York.
I personally believe that Lescoffier's Ma Cuisine is probably one of the best cookery books ever written

It became fashionable in victorian england to have a french chef and thats where the idea of the french being good cooks comes from.

No they are not. The Italian cooks are.
The French are the best sauce cooks in the world. Their rather bland food is made tasty by all kinds of imaginative sauces.
