1x is the same as no zoom at all (think in terms of multiplication and it makes sense), that is to say the same view as with our unaided eyes. Anything less than 1x (say at wide-angle) would be designated .5 or .75 or something between 0 and 1. There wouldn't be such a thing as 0x zoom. If a camera says 0x they probably mean 1x.

The 3x, or 5x, or 12x optical zoom that you see is derived from the zoom RANGE.
If a camera has a 30-90mm zoom lens, it's 90/30 = 3x zoom
If a camera has a 25-75mm zoom lens, it's 75/25 = also 3x zoom
If a camera has a 25-300mm zoom lens, it's 300/25 = 12x zoom
So a 1x zoom lens... wouldn't zoom at all. It would have a fixed focal length.
A lens that goes from say 35mm (wide angle) to around 120mm (tele) is perfect for street photography.

1X signifies no zoom at all. The image is reproduced on the camera film or LCD screen exactly as it is viewed and focussed by the camera lens.
