Your brother bought, gave, or allowed someone to have alcohol, cigarettes, or drugs of some sort to someone who was under age, or like I stated above someone with the mental capacity of a child even being grown.

I'm not a lawyer..but I'm pretty sure your brother was an adult..and he contributed to the delinquency of a minor.. It's a supposition of innocence and ignorance of certain illegal acts by people under a certain age... and the supposition of "knowing" what an illegal act is at a certain older age... then it's the act of the older person "showing", "enabling", "supporting", "encouraging" the minor to commit that act...

in very basic terms, it's an adult allowing a minor (someone under 18) to behave in a naughty fashion that is contrary to the law.....(something illegal) .and the "contribution" means that he either looked the other way, or helped the child to engage in that behavior.
