Limited resources is one of the favorite answers when you ask a VA person. Limited resources as in not enough medical personnel and too many vets using the services. Look in to the details such as deadlines of if they can't get you an appt in a certain amount of time if they have to give you a nonavailability statement to put you out in to the economy. TRICARE has to give you a NAS for active duty if you can't be seen within 45 days (I think that is the current time limit) Ask the patient representative for the details and see if you can make things move faster that way.

There are a lot of veterans out there and very few doctors working at the VA. So in order to get in you have to wait a very long time to get an appointment. Think about it this way. Every young man that was eligible went to war in 1942 (WW II), they kept the draft going until the 1970's. So again every young man that was eligible was in the military Korea (1950's), Vietnam (1960's-1970's). Then you still had lots of young men and women volunteering to be in the military. Every one of these people is eligible for VA benefits and as a result the need is greater than what is available to provide it.

Priorities.

AD get first crack at appointments when a MTF is otherwise not available.

Then Medically retired personnel, regardless of age or status

then, regular retirees and VA employees

then, then, Veterans not otherwise catagorized.

Partly government burocrats, and partly a waiting list. Though some would say the waiting list is because of the b-crats rather than the number of claimants.
