I've always thought it's damaging my eye if i'm touching it with my bare finger, but how about when we put on contact lens? As much as i know we touch our eye, even though slightly, while putting on and removing contact lens. Isn't that bad for our eye?

I also have a weird question also. How can asians wear contact lens while they have so tiny eyes and tight eyelids?

It's not that damaging to your eye to touch it - especially if you are not touching your cornea (the middle portion).
And Asians can wear contact lenses because they are still smaller than their eye - it might just be harder to insert the lens without it touching the eyelids.
