Yes you can put 0091 or +91 before any number if u r using a mobile.. otherwise its not necessary...

u dont need 2 put.. however if u use mobile.... ur call will connect 2 desired number even after using +91 before the phone number

no thats when you dial to India from outside India.
91 is the country code of India, so you dont need to dial it cause you are already in that country.
