Put your hand on the back of her head, dip her and give her a big fat kiss. Then say to her "I bet your brother doesn't kiss you like that!"

If you don't like her, then don't do anything. Unless she frequently makes out with her brother, I don't think she's trying to say she's into you.
If you do like her, then (as by her saying this I assume you are close) tell her, have a conversation about it, and see, if maybe she has any romantic feelings for you, and thinks there's a possibility of a relationship in the future, giver her time, and one may develop. If she says she doesn't feel the same way, accept it and move on. Not that many girls are into their brothers.

Move on!!! To a girl who will love you for real. You're just a good friend to this girl and thats all you're going to be. Sorry you gotta hear it from me but i've been there, with my last crush. Its only gonna hurt more if you wait around longer.
