Mega Pixels are a measuring unit for a camera's or screen's resolution. 1MP is 1 million tiny dots (or pixels). A decent digital camera can store pictures at around 8 MP each. A good computer monitor can display pictures at around 2 MP.
VGA is a type of technology. VGA screens are used in mobile phones and on digital cameras. VGA cameras are used in some phones, too. VGA is pretty old news - a VGA camera usually has a resolution of only 640*480 lines (which equals 0.3MP).

Mega pixel is the amount of resolution you need when printing/blowing up quality pictures. The higher the mega pixel, better the quality of pictures, especially when enlarged (but usually if you are only printing 4x6 photos they say a 4.1MP will do). VGA is the screen resolution you need for viewing display - TV, video.
