Is that considered making a threat? Or does it have to actually be a direct threat .......ie... im going to "off you"...

Actually no, thats not considered a threat or a felony. On the other hand, if its a direct threat then thats another story.
freedom of speech....

I imagine by simply asking 'no' it is not a federal crime. But we could ask the wrong question at the wrong time and whether it be legal or not we might find ourselves in hot water or worse. An example might be: say we stupidly took a toy pistol and held it up to C's head and asked , "Well do you feel lucky punk?". Hot water or death situation right there. Or holding up the same toy and asking "OK who here thinks that C needs the death penalty?" Same thing. Or let's say he was well connected and we asked that question...."Should C get the death penalty?" And that question got back to his connections, and they were feeling grumpy or paranoid or whatever. Not good news for us I think.
Anyways whatever our achievements are we should make sure if we are going down that we will be righteous when we hit the ground.

It has to be a direct and credible threat to make it a crime. You would have to do something to fulfill your desire for his death, such as make a plan, buy a knife, etc.

Why would you want to do either one? What has he done to you that you should wish him dead? It is never a good idea to use language that could be considered threatening to any official. The FBI shows up at people's door for less.

Only saying I'm going to kill him would be a crime.
