Why not kill two birds with one stone?
Arrest any criminal gang members not already in jail or prison & drop them off in the worst neighborhoods of Afghanistan, Iraq or the various anti-Western countries in the world who support terrorism, wearing only white T shirts printed with "I am proud to be an American Zionist" on the front & a target on the back.

Terrorism can be stopped with the cooperation of the people and government. Inspections like in the airports and new immigration rules are just the methods being adopted now to stop the movements of terrorists.

It is very hard to stop terrorism in a way the westerners are doing .In order to stop it the international laws and human rights of palestinians should be kept.At the same time al queida should believe in negotiation.Otherwise it would be difficult.

Terrorism is an idea ...you cant win against an idea,and as long as the government needs you to fear terrorism they will go on pushing the idea its a lovely diversion so you dont see what their doing.
