First things first and dont take it wrong please....
When you say safest could mean two things: safest for not getting pregnant and safest for not getting any disease.
a) For not getting pregnant (without protection)
Can sound silly but its true, some people think of a month (like september, january, etc) and there is not a day in any month that can be the safest. You need to refer to the "period of a woman" .
In the "period of a woman" there are some days that can be the safest based on a standard or normal period that last 28 days. Problem is that normally NO WOMAN HAS A PERIOD OF EXACTLY 28 DAYS. In a stardard 28 days, there are 3 windows of time and the first window is the safe one. From day 1 to day 6 is the safe period. From day 7 to 19 IS NOT SAFE. From day 20 to day 28 could be safe. (fisrt day... the one with "blood" ok). Doctors say is just 80% secure.
Other methods are condoms (for man and woman) which can be 90-95% safe if you use it correctly, pills and patches (95-99%) used by womans, and others in the list including operations...
b) For not getting a disease
There is no day of the month safe!!!! You can be safe only if your sexual partner is not infected. If you dont know the medical background of your partner you can reduce chances by using protection (condom).
The list of diseases you can get is veeeeeeeeery long and can be from a virus that can be harmless to a deadly one like VIH.
Recommendations:
1. ALWAYS use condom
2. In case you have a "formal relation" with your partner go with a doctor to find out the method that best fits your medical profile in order to avoid pregnancy.
3. If you have enough confidence make your partner take a blood test. As far as I know not all sexual diseases can be show in the result but the most dangerous like VIH do.

Honestly hun, there is no "safest day"!. But, like listed above me there are certain times, when it can decrease your chances of pregnancy, this doesn't include diseases however.
The only way to be completely safe is abstinence and the next best thing would be using a condom!. And for the female, to help avoid pregnancy, some other kind of form of Birth control!.
As for the common diseases, hopefully this answer doesn't come off rude because that isn't my intentions.. but.. I don't even have enough space to list them all, go on yahoo, and type in male sexually transmitted diseases, and I'm sure you will find a bunch of them!, hopefully that will convince you!...
And just for the record.. using two condoms, is not recommended!.

Any day is "safe". it really depends on ur way of taking it. For example, wear a condom (or two). That decreases the chances of pregnancy by 97%..
Else, normally the middle of a month (12-14 from the beggining of her periods), are the MOST FERTILE days, so avoid these days.. Sex immediately after her period won't get her pregnant... but don't really count on this. always wear a condom. it has other profits too.

It will give you an idea of what days are best to NOT have sex. According to this site, there are more infertile days than fertile days, though. The days right after your period seem to be the best for not getting pregnant, but this site has a wealth of information. Good luck

the only time that is reletivly safe is while the girl is on her period, bleeding, the main security to take is using the condom, that saves you from 99% of infection and pregnancy, you can get all manner of diseases, aids, syphillis, clap, and several others, herpes included and there is no cure for that one . what is wrong with using condoms? nothing is safer.
