yes it is in arabic and an islamic phrase means (no body has the means or power without support from God)

its is usually been said when bad things happened to some one for supporting him -Every thing is on the hand of God

la = NO
hawalla = means, ways , methods
wa = and
la = no
kuata= power
ilaah= except
bi = with
Allah = God - in islam

this is an arabic prayer the full sentence is la howallah wallah kuwata illah billah hil ali il azeem i dont remmeber wht it means but its a prayer to seek refuge with allah [god] from the devil,spirits etc

its an islamic expression that I would re-phrase as this:
allah( god) has the only and the greater power

It is an expression to show your helplessness and means " it is not in my hand, only God's"

mainly it means that that strength only comes with God ...

people say it when their mad or stressed or not in a good mood or sad they say ot to gain strength from God
