Usually you can because the connection which the camera makes with the PC is that of an external drive. Be aware that memory cards use a somewhat different formatting protocol. Usually the connection software knows this but sometimes trying to reformat the camera memory from the PC can be dangerous, so don't change the folder structure on the card - just move pictures back and forth using the folder structure that the camera has created.

Yes, plug in your camera with the memory card in OR plug your memory card into a memory card reader. You should be able to see the card by going to My Computer and browsing the different drives. Just save your photos using a photo editing program to the correct drive or open a new window where your photos are and copy and paste onto your memory card.

The easiest way to do so, is to get an all in one memory card reader for the PC, stick the card it, have it recognized as an additional drive, and stick whatever you want on it :D
