It's a called a bindi. Traditionally, most women put a bindi on their forehead to show they are married. It's also used as make up, there are different shapes, sizes, colors and designs of bindis, worn by married as well as well as unmarried women; they match the bindi to their outfit.

Hi am an indian..Its hindu cultutre for the females to keep "Bindi", dots of any color except white..
for baby girls its mostly black
Teenage girls keep according to the color of their dress(It comes in various sizes and shapes)
U can use the spl ink for it or it also comes in stickers
Married women mostly keep red color to signify they are married and their husband is alive
Widowed females keep white ones.
Once it was tradition,,now its a kind of Fashion
It doesn change color according to ur mood.U can call it a tempotary tatoo(which changes daily)
