That is how dogs sweat through their mouths.
Panting brings air back and forth over the tongue for evaporation
It cools them, Its like humans when you sweat the body is trying to cool down. If you sit in front of a fan all sweaty you become cool
This is why when it is humid we are not able to cool of as easy the sweat won't evaporate as quickly to cool you off

Just ALWAYS Make sure all your animals have plenty of fresh water, it doesn't have to be cold. Don't worry! You sound like you are a great dogie parent HAVE FUN AND ENJOY THEM (Their Love Is Always Unconditional)

I sat in 105 degree heat at a county fair watching a dog act. To the side there was a wading pools with 3-4 inches of water. The dogs jumped in and out as needed. The trainer explained that stepping in the pool could cool them 10 degrees in 10 seconds, because keeping their paws cool is the key.

Yes, that's fine that your dog panted while being so hot. That's how dogs cool off is by panting; in fact that's the only way they can cool off. Be glad he was!

I found this on google.com about dogs panting:

Man has endocrine sweat glands all over his skin in vast numbers to aid the process of being too hot. Dog's coats give an insulating layer to reduce problems with overheating. The coat traps heat, and while it may feel hot to the touch, very little is conducted to the skin. Excess heat prompts a dog to produce more sweat from the glands in the paws, making it leave wet footprints!
In fact, most animals use evaporation through their respiratory tract to regulate heat. This is why dogs pant, particularly in hot weather. Panting aids heat loss by evaporation.
Also noted was that a dog's large tongue provides a sizable area for heat loss.

Do you have a basement? If you do, let your dog lie in it... the cool floor will help as well as the fact that basements usually don't get as warm as the rest of the house. If you don't have a basement... 1. living in the country, fill a kiddie pool with cool water and let your dog lie in it... 2. in the city? go for a walk and let your dog play in a wading pool in a park... both of these should be done after the sun sets, or at dusk, that way you won't be making things worse for your dog.
Good Luck

Your dog will be fine, just see too it that he drinks alot of water.

A quick way to cool your dog down in an emergency is to put an ice pack (or some frozen food) in a towel and press it gently under the dogs paws, to the sides of his neck and under it's belly (if he does not object to this). That is where a dog sweats, and it will help fast.

Rubbing alcohol on these places also helps.

Panting is ok, but you must watch him for signs of severe stress. If it is really hot, try putting him in the bath, shower, or in the sprinkler outside to cool him down. Let him have some ice to chew on, a damp towel to lie down on.

Since dogs can only sweat through their foot pads..you would make your dog more comfortable if you dampen his coat when it is excessivly hot..Just use a wet washcloth and keep it a bit damp.
Put ice-cubes in his water.

If he ever seems glassy eyed, or disorientated, put him in a tepid (skin temperature) bath tub untill he returns to normal. Don't wait too long...or he could have a heat stroke.

Yeah, he's still trying to cool down. Panting is how the dog cools itself...they can't sweat like we do. Try helping him by giving him a cool...not cold...bath...

They breath that way all the time. You just notice it more because of the hot weather. Just keep plenty of water available for it. Pem
