Most light colored dogs have this problem. One way is to wipe their eyes clean every day with a clean cotton ball, wet with boiled water which will some what sterilize the water (WAIT FOR IT TO COME TO ROOM TEMPERATURE) dip the cotton ball in the water with your CLEAN finger tips and squeeze it out. Then just wipe the corner of the pups eyes gently pulling down towards the nose. Puppy will get used to it eventually.

But some dog foods have something in it I can't remember what it is called but It will make the tears or Sleep as we call it (the crust that forms in the corner of our eyes while we sleep) turn the tears Dark in color and this is what will make the hair turn brown.
Some dogs have more of a tendency to constantly clean their eyes you can encourage this. Pedigree dog food does not contain that Ingredient( What ever it is called) You can call your vet he will know.

Good Luck and enjoy your Pup

My Maltese has staining under her eyes and i take a warm wash cloth twice daily and clean her eyes. There is really nothing you can do to keep them from staining once they start, but have it trimmed out every few weeks when it's groomed. Be sure to wipe after they eat or drink also, because they will get stainig on their beards too if you don't. And when they go potty. it is hard work to keep them beautiful
