"You blew it off" means that you knew what you were supposed to do but knowingly chose to do something else instead. "You screwed it up" means that you did something wrong, like put a red shirt in with the whites, or something along those lines. Maybe you knew it, but maybe you didn't. You made a mistake that had a bad outcome. If you blow off going to work then you can say that you screwed up your life a bit, because there will be repercussions. But the two terms are not interchangeable. I cannot think of a phrase that has quite the same meaning as blew it off - it is an intentional act in which you choose to something other than what you are supposed to do or are expected to do. Such as if you decide not to go to a wedding that you were expected to attend; you blew it off. But if you attend that wedding in a dress not suited to the occasion, then you screwed up.

Hmmm.... to "blow something off" usually means to not care enough about something to do it properly. Like if you're taking a class that you really hate, and you take a test in that class, you might "blow it off" and guess at all the answers because you don't care what kind of grade you get. Or if all your friends are going to the beach, but you're supposed to go to work, you might "blow off work" and go the beach with your friends instead.

So, I don't think "screw it up" is really another way to say "blow it off" because "screw it up" implies that you didn't know any better, like it was just an accident. "Blow it off" kind of means that you knew the right thing to do, but you didn't do it because you didn't want to.

To be honest, I can't think of any other way to say "you blew it off" other than simply "you didn't care enough to do what you were supposed to do."

There are a few other ways to say "you screwed it up," though...
