TIPS FOR BUYING FRESH WHOLE FISH:
Full, clear, bright eyes.
Bright red or pink, clean gills.
Fresh, mild odor.
Shiny, brightly colored skin with tightly adhering scales.
Firm flesh, elastic to the touch, clinging tightly to the bones.
Proper display: on ice tables or in refrigerated units at 1-2 degrees Celsius (34-36 degrees Fahrenheit).

TIPS FOR BUYING FRESH FILLETS AND STEAKS:
Glossy and freshly-cut appearance, firm texture.
No signs of browning or drying around cut edges.
No discoloration.
Proper display: in perforated plastic containers or metal trays to drain liquid; placed in closed refrigerated units at 1-2 degrees Celsius (34-36 degrees Fahrenheit) or surrounded by crushed ice.

I've always looked at the eyes and the gills. I was taught that if the eyes are clear (not cloudy) and if the gills are bright red, the fish is fresh. Below is a link to the Gorton's (frozen fish company) website where they talk about how to buy fresh fish.

Fresh fishes always have a layer of slime on their body. The eyes are clear and gills bright red. Colour of body/fins bright and intact. Fresh firm. Good luck!

check the eyes, if its turns white, the fish is not fresh. And also, fresh fish's flesh is red, not white or yellowish. Its not smelly. And you can touch it...if its a bit hard it still fresh, if its soft, like a cooked meat, its not fresh anymore

By the smell ask the butcher if it is fresh or frozen where they get it from and so on. Me I only buy the fish from Whole Foods it costs more but is so much better. It also depends on where you live and so on.

if it smells fishy or feels slimy, it's not fresh anymore. the supermarket i go to smells horrible everywhere within 50 feet of the fish department. i never ever buy it there.

Check out the gills being Red it is fresh, and if it is not and dark in color it is not a fresh one.

while buying, check the gills of the fish, if it is red, its fresh, if there is slight discolouration, it is starting to rot.

checkout the eyes.. mostly fresh fish have clear eyes rather than reddish eyes... :)
