A hospital should have enough staff to meet the needs of the patients. There should be a doctor on call for all major specialties 24/7.
I have been in one of the best hospitals in CA, and I have been in two of the worst hospitals. In those two, I honestly felt like I had been transported to a third world country.
Bottom line: A hospital should have sufficient staff to let patients know that their needs will be addressed immediately--not two hours later. Also, a doctor should be available in the event that medication needs to be adjusted, etc.

i was diagnosed with cancer in march and i had surgery at elmhurst hospital in IL
it was wonderful
awesome doctors, clean hospital--it didn't smell like a hospital you know--all chemical-like and sterile
everyone was super nice and made me feel so much better
