why are men so afraid to open up to a woman that they really care about?

When a guy really likes a girl, why are they afraid to say "I care about you and I really like you" or anything like that to let the girl know how they truly feel and that the girl isn't being used?

some are scared to tell the girl how they feel becouse the girl might not feel the same way idk :P i tryed good luck
