Starting in August 1968 and for a number of years afterwards, police officers were called pigs by young people, the disenchanted and even the media. This came about when a group who called themselves the Yippies, protested near the 1968 National Democratic Convention in Chicago. They had a small pig as their presidential candidate, and when police disrupted their demonstration, they started to call the police pigs. The expression caught on. Years later, the radical leaders of the Yippies became mainstream and calling police "pigs" drifted into the past.

I believe it came from the George Orwell book, Animal Farm, a political satire about a utopian society in which the characters are animals. Pigs represented oppressors. The book was popularly symbolic amongst the politically charged student uprisings of the sixties.
In the sixties, when marijuana and LSD became the available choice of breaking out from mainstream, there was not ubiquitous legal action against such drug usage. In fact, psychedelics were not illegal when they first became "street drugs." In the eyes of political youth, most evident actions of oppression were the drug bust that came, seemingly without warning, after psychedelics were "criminalized." The media quickly spread information related to expressions of student discontent. Thus, police became symbolic of oppression to the liberal American activists of the time.

They like to eat donuts = pig(really an insult to the animals, not the cops) = bacon = cops....and some are fat too(not just coz of donuts or bacon...some don't fall in the weight and waist guidelines either.
