I broke up him over four years ago, besides we only went out for five month. I tried to be friends with him but the line between friends and boyfriend/girlfriend blurred for him. He has caused issues with my now ex boyfriend. I don't feel that I should have to change the number I have had for years because he wants to reminise on a relationship that wasn't that good.

Tell him "there's nothing that can change what we had together or the past". Be gentle about it, but firm. Let him know that he needs to move on. If nothing else, tell him he needs to get over the past or he's not going to have a future.

Have you had frequent contact over the last four years? I'm not saying you are, but make sure that you don't lead him on AT ALL. It sounds to me like he fell hard for you in that 5 months - if you are sure that you will NEVER have a bf/gf relationship again, make it very clear that you don't want him to contact you. Block his number if you have to - let him know that you are very serious about this and that if he ever wants to even be friends with you, he has to stop ASAP!

Sometimes you have to be really blunt for some "boneheads". Some people can't understand "No". so this is my suggestion: when he calls just begin to talk a "blue streak" ABOUT REALLY BORING THINGS. ---The grass, the commode, slop, your great Aunt Bessie, paper,ants, food--the more boring the better. Don't answer his questions, just keep on talking like you are a "looney bird"! You will learn to have fun with it and his will eventually get bored with your chatter. It might take a number of calls, but it will work. Remember ignore all his conversation.

probably, you should tell it to his face that u are happy now and that the both of you are no longer a potential item no matter what he does. tell him that u dun love him anymore and wish to carry on with your own life and he too shld get a life.
if he persists on to call u or irritate u, report him to the police for harrassment.
