Try investing in a pilates DVD. Sounds like you would have back problems and that's supposed to help. If it really is your chest that you want to exercise, you want exercises that target your pecs. I don't know that you want to do push-ups --that'll bulk up your arms too and whether you want that is up to you. try going to buy some dumbells (5-10 lbs should do, and they should be about 50 cents a pound at most) -- they should come with a list of exercises you should do that exercise particular muscle groups.
Also, maybe go to a good lingerie store and consult with them to ensure that your bras are properly fitted -- you might be bigger than you think and not getting the proper support. They'd probably be happy to do it for free.

usually, people with a "small frame" don't wear a 40 D. i have a small frame and wear a 34 DD. but i found that you could do twists....where you stand up, hands on your hips and just twist back and forth, going as far as you can and still have your feet planted on the floor.

Try some push ups. If you haven't done them before just start small. Don't over do it. You will start seeing results in about two weeks.
