If you are on an extremely tight budget, why not try flea markets and traders malls. It may take you a little longer to find the pieces you want, but you won't beat the price.

Without knowing where you live, it's hard to say. I live in Connecticut so I would go to a Christmas Tree Shop for the best quality at the cheapest price(they have all kinds of seasonals, not just Christmas). Target or Kohls are a little more expensive but the quality is good and not as expensive as Pottery Barn.
I often find wonderful things at thrift shops, consignment shops and tag sales.

if you are near sacramento there is a place i went to called Gall's Solid Wood Furniture. they have good things like pottery barn, Ikea and target are way too cheap.

Try Pier 1 or Ikea...you'll get a change of decor without the guilt.

Try some local nurseries, or try Ebay if you have a computer, and when all else fails, go to a ceramic store and paint your own.
