I know someone who doesn't pay taxes,has no s.s.card and thinks nothing of it.she robs her employers.She's not even from the united states. It urks me to watch her do this, while we all work hard, and pay our taxes.I'd like to know who to contact.she now has a so to speak "cleaning business" and she's probably robbing them blind.It has to stop.

From the info you've given in your question, there's two law breakers involved here, the employee and the employer. As mention previously, you can report the violations to the IRS and to the INS, but if your accusations are valid, you can also report them to the local law enforcement agencies. One other agency you should report this to is the State Employee's Tax With holdings Department - "Department of Revenue", it's listed in the phone book under State Government. This department collects unemployment insurace premiums from employers, State income taxes, and issues the business license necessary to own and operate a business.

Note; It is a criminal offense if you witness or have knowledge of a crime and fail to report it.

Your first step should be to contact your local police. If she is robbing people's houses, they will handle the rest of the problems with her.

Your next move could be to contact the Immigration and Naturalization Service (INS) to report her status as an illegal alien.

The IRS could also be helpful in this matter.

First of all, the employer is supposed to tax her at source anyway. If they are paying her cash, it's really hard to prove as there is no record.
You can say she doesn't pay taxes but how do you even prove she gets paid at all?

Personally, there are bigger fish to fry. So many corporartions avoid taxes and they would be a better target. Even if she got nailed, how much will they get out of her?
