Icing
4 cups (or more) sifted powdered sugar (sifted, then measured)
3 tablespoons (or more) whole milk
1/2 teaspoon vanilla extract

Combine 4 cups powdered sugar, 3 tablespoons milk, and vanilla in medium bowl. Stir until icing is well blended, smooth, and spreadable, adding more milk by teaspoonfuls if too thick or more sugar by tablespoonfuls if too thin. Using small icing spatula or table knife, spread thin layer of icing atop each cookie. If using colored sugar crystals, sprinkle over cookies before icing sets. If using food-safe colored markers, let icing dry about 30 minutes; decorate cookies as desired. (Can be made 3 days ahead. Store airtight between sheets of waxed paper at room temperature.)

or

Royal Icing
1 1/2 tablespoons powdered egg white
1/4 cup warm water
Pinch cream of tartar
2 cups (1/2 pound) confectioners' sugar

In electric mixer fitted with whisk attachment, beat powdered egg white, water, and crème of tartar until combined. Add confectioners sugar and beat at medium speed until combined. Increase speed to high and beat until icing is thick and glossy, about 5 minutes. Add more water if needed to thin to desired consistency.
Use immediately or store icing in covered plastic container and rebeat before using.

Quickest thing is to take confectioner's sugar and drop in a few drops of water, a little vanilla and stir until all the little lumps are gone and it is smooth and glossy. Then when you drizzle the icing on the cookies, the icing will harden. You can add food coloring if you want a colored icing, and if you want a flavored icing, you can add lemon extract, almond extract or coconut extract. Another thing is to add a little cocoa powder and a few drops of cold coffee for a wonderful different icing.

It depends on what kind of icing you want. Are you going to ice the top of the cookie or in the middle of two cookies? The sources below have icing recipes to choose from. Good luck!

The simplest way is to add an ounce of water to a cupful of confectioner's sugar (same thing as powdered sugar) plus a drop of flavoring such as vanilla extract, cherry extract or lemon extract. Or two drops for a real kicked-up flavor. Stir all together thoroughly and spread the resultant frosting on your cookies. This'll make enough for about a dozen cookies.

I use 1/2 t vanilla flavoring and a 1/2 t. almond flavoring. Use one of the recipes but putting almond it it makes it so good. I get raves for my cakes all the time and its the icing.

I make my icing using confectionary sugar and whole milk. You can use baking milk to make it thicker. If you want it thin to dribble use more milk or thinner with less milk!@
