I happen to be a neighbor that had a barking dog. I had to keep my dog outdoors, watered and fed of course, for extended periods of time due to having a new baby who was allergic to him and I was at sorts.
I received an anonymous letter from a neighbor (still don't know which one) but it was a complaint and until I got that letter I hadn't even been aware that the barking was as bad as it was. I was oblivous to it because not only was I taking care of a newborn but I was used to being the only person home during the day on my street so I figured he wasn't bothering anyone. But several new families had moved into the neighborhood and I just hadn't given it any thought.
So, what can you do? In my hunt for finding a solution I came across several sites that offered up a solution for the neighbors who were bothered. You know how they have the shock collars for dogs to stop their barking? Well they only work if the owners of the dog buy it. However, there are these machines, not very costly that, when the neighbors dog barks, it sets off a high pitched noise that only the dog hears and they end up being conditioned (sorta like Pavlov's dogs). If you google Ultrasonic Anti-barking device you should be able to find them. Good luck to you.

Not to criticize the "it's not the dog's fault" people who responded, but I am wholeheartedly in agreement with the person who suggested antifreeze. When my elderly grandmother was alive the police wouldn't do anything about a huge Rotweiler (and a nasty little Pit Bull) that was living next door. Every time she walked into her back yard, the Rotweiler would run up against the fence snarling and growling and she was terrified that one day it would just hook it's paws over the fence and jump over, because it was DEFINITELY tall enough to do so. Also, it was always looking for a way to dig under OR jump over. And there would have been no way she could have run back to the house in time. When she talked to the neighbors about raising the height of the fence, they ignored her. One of the cops finally told her, "Lady, I can't tell you what to do, but if it were me I'd get a nice juicy steak and I'd LACE it, know what I mean?" My grandmother was too nice for all of that but one day my uncle found some horrid spray in the garage - and when the dog came snarling and snapping at him he sprayed it point blank in the face...YIPE! YIPE! YIPE! YIPE! YIPE! The damn dog ran screaming and rolling all over the yard - wiping it's head all in the grass! After that, my grandmother tried the same trick and got the same result. NEVER (and I mean NEVER) did she ever have trouble with THAT miserable cur again!!! Heheheheeheh......

The police won't do anything, but if you have any quality-of-life or noise control departments in your local area (check the blue pages of your phone book) they will help. Or tell the ASPCA or local animal control that the dog is being abused, because if it barks all day then it IS abused. It's probably chained outside--it should be taken and given to a new home. If the dog is in real bad shape, say you saw the owners beating it. Remember, it's not the dog's fault--it's the owners.

Your best course of action would be to deal directly with the SPCA. Don't listen to all of the "antifreeze, lace a steak, etc..." inbred, moronic idiots that have obvious chromasome damage.
Its 100% the owners fault for not being a responsible pet owner. I have had dogs all of my life and never had one bark all the time because I made a commitment to take good care of them before adopting them. Please don't take it out on the dog. The SPCA has much more say so in regards to pet complaints than the police.

I don't like the answers from people who blame the dog. The dog is being abused or neglected. Call the SPCA and keep making complaints to the police.

Document everything--the day, the times, etc., and what you've done--called the police, spoken to your neighbors, etc. And, you might talk to other neighbors around you--you're probably not the only one who is annoyed by the barking dog. Good luck!

Sounds like you need to solve this problem on your own without the police.
You can fight fire with fire and rent a dog and let it sit outside the fence or yard of your "neighbor".
or you can get a loud boombox or car stereo and park it outside the neighbors property and only agree to turn off the radio if your neighbors dog stops barking. ..Fight fire with fire!!!
Don't let your ignorant neighbor ruin your life anymore !!!
or maybe you can kidnap the dog and have its barker surgically removed..and return the barkless dog to its home afterwards lol :)

I would speak with the neighbors and see if the dog is bothering them. If it is, then maybe they can register some complaints as well. If you belong to a homeowner's association, the board might be able to help you.

Ask them if they will get a trainer to come out to teach their dog about not barking. Look up dog trainers on the net, here it tells how they can train their dog too. Print it out, while you and your husband sit down and talk to them, hand the paper over explaining what it is.
