If it's straight up and not too stiff, they're very comfortable and relaxed. If it's straight up and all puffed out, they're either excited, scared or pissed off.

Do you mean when it greets you? When a cat sticks its tail up it is a sign of happiness or affection.

I have always been told when a cat holds it's tail up it means he/she is happy. They usually would appreciate you giving them a little treat when they hold it up as they rub up against you and purr and cry.

when a cat sticks it's tail up, it's just trying to make itself look bigger. it probably feels threatned and that's it's way of saying, "HA,! who's big now?"
