It's not so much a joke with punchline as it is a jab at Chuck Norris' expense at how much of a bad *** he is, and his signature move - the roundhouse kick.

There are dozens of these "Chuck Norris facts", some of which he's even picked as is favorites. It has a weird cult following, like six degrees of Kevin Bacon. My personal favorite is "Chuck Norris grinds coffee between his teeth and boils the water with his own rage."
