"Acts" usually refers to laws that are "enacted" by legislatures

for instance, "the Clean Air Act"

environmental acts would therefore be laws that deal with environmental issues

of course, an environmental act could be something else like an "act of terrorism" supporting some environmental cause, but usually the phrase is used for a law
