Bill, The Kingdom Hall as Jehovah's Witnesses call their meeting buildings are just like any other low maintenance building. Most do not have windows simply because of the cost to install and maintain them. If they are broken then they need to be repaired. Those that do have windows, and there are not very many, are usually being removed and/or remodeled and the windows are taken out. The reason behind the no windows design is the primary purpose of the Witnesses is to be out in the Ministry preaching God word of his not replacing broken window.
Just to answer a couple of the statements made by others answering this question.
We follow Bible teachings knowing that Jehovah is God Almighty, Psalms 83:18 KJV1611
We acknowledge Jesus Christ as Jehovah's first born of all creation.
We do not break up families. Nor do we brainwash people.
By definition we are not a cult.
Below is a link to an article entitled "Jehovah's Witnesses—Who Are They? What Do They Believe?" I think you will find it very interesting. At least when you speak with people about Jehovah's Witnesses you will be able to speak from an educated point of view.
I hope this has answered some of your questions. Enjoy your reading and If I may suggest "Read the Bible Daily"

Generally, a Jehovah's Witness Kingdom Hall is built without windows only in an area which tends toward hate crimes and vandalism against houses of worship. Sadly, it seem that the questioner is from such an area.
One wonders if anti-Witnesses understand that Jehovah's Witnesses are proven to be true Christians, based upon the Witnesses' preaching work and the anti-Witnesses' bigoted hatred against them.
(2 Timothy 4:3-5) For there will be a period of time when they will not put up with the healthful teaching, but, in accord with their own desires, they will accumulate teachers for themselves to have their ears tickled; and they will turn their ears away from the truth, whereas they will be turned aside to false stories. You, though, keep your senses in all things, suffer evil, do the work of an evangelizer, fully accomplish your ministry.

It appears some do. One reason I saw was for privacy. Another, because some would get smashed out. And another, because it is much cheaper to build and insure a structure without windows.

Some Kingdom Halls do have windows. My mothers Kingdom Hall in North Carolina has many large windows and so do the ones in Fort Myers, Florida. So please do more research before you ask a question.

Most Kingdom Halls are built by the congregation and funded by the congregation. Windows are expensive and tricky to put in.
