I don't know if its appropriate at you place.. But here, it is common for people to send flowers at a memorial service.. Why, a memorial service isn't considered as a memorial service without flowers..

Yes it is appropriate. There were lots of flowers and plants sent to my fiance's memorial service. Before the coffin was closed, I placed the wedding band I got for her on her finger and placed one red rose with her.
