There can never be a "healthiest" or "best" tasting diet snack. However, there are many healthy options out there to munch on during the day.
When a snack craving hits, first reach for your water. Most of the time our bodies are thirsty rather than hungry. Cravings also scientifically last at the longest 15 minutes, so have some water, chew some gum, and bear through it. If you still have a hankering for something, try these options.
If you crave chocolate/ice cream/sweets, try sugar and fat free
J-ello instant puddings in flavors like White Chocolate and Butterscotch. Also try low fat fruit and cream pops made by Edy's, etc. Diet hot chocolate is extremely low in calories and fills you up. Even some great flavored coffee with a little Splenda and Fat Free Half and Half is a good treat.
If you're craving salty, greasy, fried foods, try healthier versions of these foods like Baked Lays varieties or puffed vegetable/rice/wheat chips. Notice how these are not extremely healthy, but sometimes it's better to give in to what your body wants than denying it- and these achieve this goal more healthfully than Doritos or Cheetos, etc. (Beware that many of these veggie chips et al may have just as many fats and calories as their potato counterparts- have a good eye for reading nutritional labels!)
The best snacks are preservative and trans-fat free while low in calories and high in staying power. Combine healthy combos of carbs and fat, carbs and protein, etc., to achieve this longevity. A doughnut in the afternoon is just going to spike your sugar, then leave you tired. Whole wheat crackers with peanut butter will fill you up and keep you going. Other things to try? Rice cakes with apple butter or cream cheese, apple slices with peanut butter, or a handful of nuts. Have fun making up your own!

Fresh fruit.
Triscuit crackers-they are all wheat.
Freshly made salsas if they are created without oils. Eat them with celery.
Nearly everything has calories. Fruit and Triscuits can be overeaten also. You have to use restraint, even if it is low fat, sugar-free ice cream.
One average potato has about 100 calories I think. A potato snack is to lightly steam a potato then cut it into french fries. Spread out in a sheet pan. Sprinkle with seasonings if you desire: cajun, garlic, etc. Bake in oven till cooked through. Eat with catsup.
Okay so it isn't real french fries (nothing is if it doesn't have all that crunchy grease) but it is a healthy snack that has lots of pieces, takes time to eat and tastes nice. Kinder to the hips, thighs and cholesterol count also.

Kale chips! Take kale, wash it, damage it up into chip-sized products, toss with a tablespoon of olive oil and some garlic, then placed on a cookie sheet contained in the oven at 350F for 12 minutes. Pull it out, and examine were given crispy healthful chips!

I like roasted soynuts ,they are very similar to peanuts , but with a nice crunchy feel!! plus soy is good for you!
