9*4=36 hours of work in total, if 6 men dig at the same time, it would take them 6 hours.
Of course they have to dig different bits and the 4 men should be away before they start. But why do you need such a hole anyway?

Why should they dig the same hole again? It's already there so they could only dig another one of the same size. And if they did that it would take them 6 hours.
