Laminated paper?

I have a title for a car that needs to be signed. It is laminated. How can I get it out to be signed? Heat it up? Cut corners? By the way the person that owns the car has left USA (he gane me the title). How can I make the car in my name?

cut the lamination as close to the title as you can taking some of the white border will not hurt then peel it open and there you go
