As others have stated...give him time. Many times when a guy is with an attractive woman, there is that small inner voice telling him (she's too hot for you...you have no business being with someone so far out of your league)...this is true even if the girl isn't out of his league...he just perceives it that way (a fine complement if you ask me).
When he is on the phone or texting...the beauty is not there...
The fact that he is quick on the phone is a good sign...if he was only quick online then it would be more of a concern. Truth is...if you can talk on the phone for hours then there is something there...it is just buried...

The eye contact thing sounds almost like a self-worth issue. Maybe he thinks he doesn't deserve to look at your eyes for some reason? Maybe he's afraid of what you'll see in his eyes? And as far as the talking thing, it takes most guys a little bit to open up and talk freely. Try finding something that he is knowledgeable about. Even if you aren't interested in it, just to get him talking, and more animated. Then you can talk about other things and it may loosen up the ice a bit. Hope this helps! I am the same way. I can write a novel almost over email, but once I get in front of the girl, I clam up. I have been seening a girl now for about a month and it's getting better. I say give him some time. Make it a point to get together and talk, so he can get to know you and you him. Conversation will get much easier.

I think maybe you are too pretty and he is nervous or something. Sometimes I have the same problem. Plus when you are online or on the phone, you have more time to think about things to talk about. When you are together, there is a lot of pressure about what will happen next. Maybe he doesn't wanna say the wrong thing to make you uninterested,

it is easy to talk on the phone some people feel lose and can talk about anything but in person people can be very shy when they meet for the first couple of times i would not worry but if it keeps going on ask whats up and see where it goes from there good luck

I'm in the same boat as you, but my guy tries to talk to me in person and keeps eye contact with me, but I don't look at him. I think that he is nervouse when he is there with you in person. Just think of it like how us girls are if we are sitting next to a cute guy we get nervouse when they try to talk to us and it's hard to keep eye contact, but on the phone you don't have to look at one another and it's easier to talk it goes the same for texting.

He is nervous. You can try to give him time and try to make it as comfortable as possible. I can see from your picture that you are very attractive, and as a guy that can be intimidating sometimes. If time goes on and you have nothing to say to each other you will have to move on. After all there is nothing worse than awkward silence.

Relief the tension by smiling a lot and give a quick kiss and hug everytime you see him.

I have been this guy before - he is just very shy. Especially when talking to a hottie like you (I am basing that on your avatar photo). He just needs to be given a little time - don't give up on him!!! I had that happen to me a lot, and it hurts.
