Does it matter when the gifts are opened?

Depends on the age of the person having the birthday. a small child will not wait for dinner to open presents. I don't think there is a "correct" order. I believe it is up to the host of the party

We've always done the gift opening near the end of the party, after dinner and right after the cake and ice cream.
