As it stands now. No they are not allowing it. The AF is trying to make a lot of cuts in personnel in the enlisted and officer sections.

I know the Navy is making cuts as well. They do have the blue to green program that you may want to look at but it consist of crossing to the Army.

I dont see why it wouldnt be possible. I had a friend that was a pilot in the Air Force that decided he would rather fly off of a small Aircraft based runway then a fullsized Land runway, he transferred without a problem. I quess it all depends on your MOS and whether the Air Force needs another body in that MOS. Last I read, the Air Force is "downsizing" and offering early retirement to many of the Senior NCOs and Officers.
I quess your best bet would be to talk to an Air Force recruiter or your Chief Master Sergeant (CMSgt) I believe you call them Master Chiefs in the Navy, they are there for the junior enlisted folks and they are suppossed to be like the Godfather. Just a thought.

the US Air Force is currently not allowing Prior Service enlistees/transfers. The only Program currently is the Blue to Green Program, whereby Navy or AF personnel can transfer over to the Army with no break in service or loss of paygrade.

Both the Navy and AF are currentlyovermanned. The Army and Marines are not.

Why does everybody want into every possible branch except the ones doing the fighting? Join the Marines or Army Infantry.

It is possible. There is a transfer program, or you can re-enlist into the Airforce.
