San Diego is at the end of the Canal and most of any good water would be Well water at a proper depth.
2003 NRDC study of drinking water quality in 19 U.S. cities finds that pollution and deteriorating, out-of-date plumbing are sometimes delivering drinking water that might pose health risks to some residents -- and unless steps are taken now, tap water will get worse. There are obviously many factors to consider, like where you get your water from.

If you are on well water you should be able to take a sample of your water into the health department and have it checked for potability. If you are on a town water supply your water is likely already being monitored. If you still wish to improve the quality of your water you could contact a water treatment company like Hague water treatment, Kinetico, Culligan or Eco Water to name a few. They will come to your home and offer a free, no obligation, water test. You can greatly improve the quality of your water with an under sink Reverse Osmosis Drinking water system. Being in California you may have to look into a no-waste reverse osmosis system that feeds water used to make the pure water back into your water lines. Ya, it's safe to drink. They did a nationwide test on metropolitan cities' tap drinking water both in the lab and with public blind taste tests and most people actually preferred the taste of tap water with remainder liking the bottled kinds.
The funny taste with tap comes from chlorine... just get your tap water and put it in a regular open pitcher and leave it in the refrigerator overnight... it will cool the water and evaporate the chlorine. Funny but most people cannot tell the difference after chlorine evaporates from their normal bottled waters. And yes, all tap waters are very safe to drink. Unless you must drink spring water for some reason.

It has been proven that bottled water is no safer or better to drink or healthier than tap water, it only costs more.If you have doubts about your area, you can purchase a kit to test your water. You can also call your local water company and request to have it tested, if you suspect problems. The amount of Fluoride added to the water, is within a safe limit. The water should be fine, but good rule of thumb...when in doubt check it out.

memphis ranks number 2 and kansas city ranked number 1 for the city's with the cleanest water! i don't remember where san diego ranked.

More info needed BUT usually water delivered to a home is safe. It may not look or taste good BUT it is safe. You did not give enough info to say if safe or not.
