There was, as far as I know, only one non-fictional cat spy, and it didn't last very long... it attempted to spy on the underside of a moving taxi. Look up the old CIA Acoustic Kitty project, but no idea what breed it was.

I've not heard of cat spies before! Siamese seem sneaky, that might be a good place to start.
